How I can verify the quality of architectural and coding of a web project?

I'm not a programmer and would like to outsource the creation a website. How I can verify that the source code is in line with industry standards and best coding practices. Basically, How I can prove or validate that the work is of high quality (ie, scalability, SEO, independent CDN, the architectural integrity of database, etc)? Is there software available for download or I have to hire someone to review the code? I've heard of a program called "style police" for c # development. Is there a php? Would one of the tools is sufficient for my needs? Thanks

I watched tons of free advice, articles, online tips how to improve my ranks. So far i made a link exchange with sites similar to mine some, I made sure that the words appropriate key, I added titles and alt information. evidence, and I still I can not find my site in google search i unless the royal domain. Most SEO is backlinks and keywords. As you mentioned that you are using the right keywords, then increase the keyword density if possible. Also, do link exchange, and make sure that your connection is dofollow, what would not have much help.
